Admissions of foreign citizens

1. Admission of foreign citizens in the University for training on Bachelor and Master programs is conducted in the order prescribed by the Ministry of Education and Science of the Russian Federation in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the appropriate budget of the RF fiscal system (including, within the limits set by the Government of the Russian Federation, quotas), as well as contracts with tuition paid by individuals and (or) legal entities.

2. Admission of foreign citizens to study at the expense of the budget is carried out:
2.1. Within the quota set by the Government of the Russian Federation in accordance with the resolution of the Government of the Russian Federation from August 25, 2008 № 638 "On cooperation with foreign countries in the field of education" (Collection of legislation of the Russian Federation, 2008, № 35, Art. 4034, 2010, № 38, art. 4825) (hereinafter the Resolution № 638), - in the directions of the Ministry of Education and Science of the Russian Federation (hereinafter - the direction).
2.2. In accordance with the Agreement on equal rights to citizens of states - parties to the Treaty on Deepening integration in the economic and humanitarian spheres dated March 29, 1996 for admission to educational institutions, approved by the Government of the Russian Federation on June 22, 1999 № 662 (Collection of legislation of the Russian Federation, 1999, № 27, Art. 3364), with Agreement on Cooperation in the field of education, Tashkent, May 15, 1992 (Bulletin of Treaties, 1994, № 6, page 9), with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in culture, science and education, approved by Government Resolution dated February 2, 1994, № 43 (Collection of Acts of the President and the Government of the Russian Federation, 1994, № 6, p. 465) and other international treaties of the Russian Federation.
2.3. On the basis of the certificate of the State program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad, who are members of the State program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad, approved by Presidential Decree of June 22, 2006 № 637 (Laws of the Russian Federation, 2006, № 26, art. in 2820, 2009, № 11, art. in 1278; № 27, art. 3341; № 3, p. 275).
2.4. In accordance with Federal Law of May 24, 1999 № 99-FZ "On the State Policy of the Russian Federation towards Compatriots Abroad" (Collection of legislation of the Russian Federation, 1999, № 22, art. 2670, 2002, № 22, p.2031, 2004, № 35, art. 3607, 2006, № 1, of Art. 10; № 31, art. 3420, 2008, № 30, p. 3616, 2009, № 30, p. 3740, 2010, № 30, p. 4010) (hereinafter - the Federal law № 99-FZ).

3. Admission of foreign citizens referred to in sub-paragraphs 2.2-2.4 of paragraph 2 of these Rules, to the institutions of higher education for training at the expense of the budget is carried out on a competitive basis, unless otherwise is provided by legislation of the Russian Federation.

4. Admission of foreign citizens to study at the University under contracts with tuition paid by individuals and (or) legal persons is subject to the conditions set by the University.

5. Submission of documents is carried within the following time frames:
5.1. For foreign citizens mentioned in sub-paragraphs 2.1 of paragraph 2 of these Rules, within the time frames set by the Ministry of Education and Science of the Russian Federation.
5.2. For foreign citizens mentioned in sub-paragraphs 2.2-2.4 of paragraph 2 of these Rules, within the period established for the citizens of the Russian Federation.
5.3. Submission of documents for foreign citizens coming to study under contracts with tuition paid by individuals and (or) legal persons, is carried out:
- in the period from May 20 till August 18 each year for the full-time training and in the period from May 20 till November 29 each year for the correspondence training.

6. When applying for admission (in Russian language) to the University a foreigner should submit the following documents:
- copy of an identity document or a document certifying the identity of the foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 № 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" (Collection of legislation of the Russian Federation, 2002, № 30, p. 3032);
- the original state-recognized document on education (or its duly certified copy), or the original document of a foreign state on the level of education and (or) qualifications recognized in the Russian Federation at the level of state document on education (or a duly certified copy) as well as in the case provided for by the legislation of the Russian Federation, a copy of the certificate of recognition in this document. These documents on education provided in accordance with paragraph 7 and subparagraph 7.1. of paragraph 7 of the present Rules;
- a duly certified translation into Russian of a document of a foreign state on the level of education and (or) the development and application thereto (if the latter is provided by the laws of the state, which issued a certificate of education);
- copies of documents or other evidence to support the membership of compatriot living abroad, to the groups provided for Article 17 of the Federal Law № 99-FZ;
- 4 photos.
All translations into the Russian language should be made to the name specified in the entry visa.

7. A foreign citizen coming to study at a Bachelor's program, provides a state approved document on secondary (complete) general education or secondary vocational education, or a document of a foreign state on the level of education and (or) qualifications recognized in the Russian Federation at the level of state document on secondary (complete) general education or secondary vocational education.
7.1 To study at a Master's programs the foreign citizens are accepted who have a Bachelor's degree diploma or a Specialist diploma, or a document of a foreign state on education and (or) qualifications recognized in the Russian Federation at the level of Bachelor's degree diploma or a Specialist diploma.

8. Foreign citizens entering within the limits of quotas, set by the Decree № 638, provide a nomination (confirmation) letter.

9. Admission of foreign citizens, mentioned in sub-paragraphs 2.2-2.4 of paragraph 2 of these Rules, to the University for Bachelor's programs and Specialist programs is based on the results of entrance examinations held by the University in the appropriate general education subjects.
If foreign citizens passed the Unified State Examination in the current year on related subjects of general education, the University takes into account the results of the USE as the results of entrance examinations on such general subjects and does not allow such persons to the admission tests, the form of which is determined by the University.

10. Foreign citizens entering the first course of study on the basis of entrance tests, determined by the University itself, may apply to a university and participate in the competition at the same time on three areas of training, carried out by the university. Simultaneously they have right to compete for a place within the Submission Quotas and a place under contracts with payment of tuition fees.
Foreign citizens, who have evidence of the USE results, have the right to apply for admission on the basis of their USE results. They may apply at the same time for not more than five schools in three areas of training, the various forms of education, carried out by the University. Simultaneously they have right to compete for a place within the Control Figures of Submission, the Submission Quotas of the RF Ministry of Education and a place under contracts with payment of tuition fees.

11. Admission of foreign citizens to the University under the contracts with the payment of tuition fees is based on the results of admission tests in the Russian language, conducted by the University itself.
If such foreign nationals present the results of the USE in Russian language, the Admission Committee considers them as a result of the admission test.
Foreign citizens with documents of the Russian Federation on the secondary or higher professional education, can be admitted to the University for training in the reduced undergraduate program on the basis of the entrance test in the form of an interview in a profile subject.

12. The form and the list of entrance examinations for foreign nationals referred to in paragraph 37 of these Rules are determined by the University.

13. If foreign citizens, referred to in paragraphs 34.2-34.4 of paragraph 34 and in paragraph 37 of these Rules, provide the results of USE in general subjects included in the list of entrance examinations to the appropriate area of training, the Admission committee takes into account the results of the USE as the results of entrance examinations on such general subjects.

14. Foreign citizens who are eligible to receive training at the budget expense and are winners of the final stage of All-Russian Olympiad among high school students are enrolled without admission tests in areas of training, corresponding to the profile of All-Russian Olympiads.
The results of the winners of the final stage of All-Russian Olympiad are recognized as the highest results of admission tests ("100" points) on these general subjects for admission to training areas that do not meet the Olympics profile
Foreign citizens - winners of Olympiads are accepted to the University in accordance with the Order for the Olympiad of schoolchildren approved by the Ministry of Education and Science of the Russian Federation.

15. Foreign citizens referred to in subparagraph 34.1 of paragraph 34 of these Rules shall be taken to the University without entrance examinations according to their profiles.

16. Admission of foreign citizens referred to in subparagraphs 34.2-34.4 of paragraph 34 of these Rules on places, funded by the relevant budget, is conducted in the manner and within the time limits set out in Chapter IV of these Rules.

17. Admission of foreign citizens, coming under the directions of the Ministry of Education and Science of the Russian Federation, is held in the time limit set by the Ministry of Education and Science of Russian Federation.

18. Admission of foreign citizens to study under contracts with tuition fees paid by individuals and (or) legal entities is carried out within the time frame set by the University.
